I personally add @Info[Setlist incomplete] at the end, like somebody else suggested. Or I list songs as "unknown" until I get to the ones I remember... If I have a recollection of how many were played. In any case I support the idea of something that makes immediately clear that the setlist is not complete and all the edits have not been finalized.

There are three issues at play here; how we notate an incomplete setlist when it is input; how we represent that state of incompleteness when the setlist is recalled and how we include or exclude incomplete setlists when searching.
On the input side I think the tag is great but it should be an exact specific tag from the @ to the ] that should be clearly defined in the input guidelines.

This suggestion could then be resolved by having that tag display a larger notice at the top of the setlist and perhaps a "can you ad more? request.

Yes, it should be more visible than just the tag; it's setlist.fm interest to have complete and accurate setlists to offer.

I get what Luis is saying now, and yes, a checkbox on the edit page to indicate an incomplete setlist would be a good idea, then those with the inclination could search against that field to see if there are any setlists they know the missing songs for.

I must apologize, because I didn't express the whole idea. In the same way that we can search empty setlist to motivate fill them, it would be nice to have a way to search and know which setlist are incomplete in order to motivate other users to complete them if they have a way to do it.

But I'm trying to think an efficient way to make it able.

Gracz54 is right add an @Info[Setlist incomplete] at the end. More options to enter a setlist really should be avoided (as should additional @ tags) - so it's best to add the @Info and probably say it in the edit comment as well
